 |
The one-day conference “Exchanging Experiences on Socio-Economic and Civic Integration in Serbia” that will be held at the Sava center in Belgrade on 25 June 2008.
The main objective of the Conference is to stimulate a DIALOGUE with municipalities, non governmental organizations and other institutional bodies that have been working with UN-HABITAT, and other relevant stakeholders through sharing of experiences and lessons learnt from the implementation of pilot initiatives to improve social, economic and civic integration in local communities, and safer urban environments.
The conference “Exchanging Experiences on Socio-Economic and Civic Integration in Serbia” will end the Cycle of thematic conferences CITIES IN DIALOGUE.

The one-day conference “Cities developing integrated Territorial Information Systems TIS. Exchange of experiences and lessons learnt in Serbia” will be held at the Sava Center in Belgrade on 12 June 2008.
The main objective of the Conference is to stimulate a DIALOGUE for cities and municipalities that have been working with UN-HABITAT and other Serbian municipalities through sharing of experiences and lessons learned in developing municipal Territorial Information Systems TIS supported by GIS technologies.

The conference “HOUSING REFORMS IN SERBIA – LOCAL PRACTICES TOWARD THE NATIONAL STRATEGY” will continue the Cycle of thematic conferences CITIES IN DIALOGUE, programmed from December 2007 to June 2008, which UN-HABITAT the United Nations Human Settlements Programme Office for Serbia is organizing in collaboration with the Standing Conference of Towns and Municipalities, and with the Ministry of Infrastructure. The Cycle of thematic conferences CITIES IN DIALOGUE is financed by the Government of Italy within the SIRP Programme.

UN-HABITAT, UNICEF and WHO sign Memorandum of Understanding for the joint implementation of the project "Sustainable upgrading and inclusion of the Roma community living in the Settlement Grdicka Kosa 2" in Kraljevo
Kraljevo, 6 March 2008 - In the presence of the Mayor of the Municipality of Kraljevo Mr. Milos Babic and the Municipal Manager Mr. Zvonko Tufegdzic, the United Nations Human Settlements Programme UN-HABITAT, the United Nations Children’s Fund UNICEF and the World Health Organization WHO have signed a Memorandum of Understanding to mutually collaborate and jointly implement the project of “Sustainable upgrading and inclusion of the Roma community living in the settlement Grdicka Kosa 2” in Kraljevo. The day concluded with a visit to the Roma settlement, hosted by representatives of the local Roma community, with the participation of high level Municipal Officials and the International Organizations’ Representatives.
The three Organizations agreed to collaborate and implement joint activities, each within its own mandate, with an integrated and participatory approach, including i) technical assistance for the improvement of living conditions, including housing, water and sanitation and basic infrastructures, ii) trainings on community strengthening, participation, decision making targeting the local community, iii) programmes on parental practices and preschool education, iv) support the establishment of the community Development Education Center, v) trainings and capacity building activities on health care related issues, vi) health promotion programmes, and others.

Pancevo and Krgaujevac – Official key delivery for social housing apartments
On January 15 and 16, 2008, the first city non-profit rental apartments, built within the SIRP Programme, were ceremonially delivered in Pancevo and Kragujevac. City owned apartments were built and will be managed by the City/Municipal Housing Agency.

Round table on Juvenile Delinquency addressing the issues of Urban safety and Security jointly organized by UN-HABITAT, UNODC and UNICEF in collaboration with the Ministry of Interior of the Republic of Serbia
Belgrade, 8 November 2007 - UN-HABITAT, UNICEF and UNODC (UN Office on Drugs and Crime) Offices in Serbia, in collaboration with the Ministry of Interior, have jointly organised the Round Table “Facing Juvenile delinquency in Serbia – Open dialogue between central and local institutions”. The conference was organized within the UN week calendar of events, with social inclusion as the overall topic. Representatives of the Ministry of Interior, Section for Prevention and Repression of Juvenile Delinquency, and representatives of the Police Departments of the cities of Belgrade, Novi Sad and Niš, shared their experiences with UN-HABITAT SIRP partners from Valjevo, Cacak, Kraljevo, Kragujevac, Nis and Pancevo, who have presented their ongoing activities and in particular the process of formulation of Municipal Urban Safety Strategies.

The Serbian Salon of Urbanism awards UN-HABITAT for the Municipal Territorial Information System Pilot projects and the Nis Development Strategy
Nis, 8 November 2007 - UN-HABITAT has been awarded two prizes at the 16th edition of the Serbian Salon of Urbanism. Together with the Municipalities of Cacak, Kraljevo, Nis, Valjevo and Kragujevac, UN-HABITAT has received the First Prize for the realization of Municipal Territorial Information Systems Pilot Projects in the category of “Application of Information Technologies to Planning”. The other award was jointly received by the Mayor of the City of Nis and the Head of UN-HABITAT Office in Belgrade for the formulation process of the Nis Development Strategy, in the category “Research and Studies”.

Territorial Information Systems – Achieving quality of information
Belgrade, 5 October 2007 - UN-HABITAT, in collaboration with the Department for Planning and Management of the Territory of the Province of Prato in Italy, has organized a one day national workshop to present the work in progress of Territorial Info Sys Working Groups from the Municipalities of Cacak, Kraljevo, Valjevo, Kragujevac and Nis.
In the presence of the Director of the Italian Cooperation in Belgrade, the Ministry for Public Administration and Local Self Government and the Standing Conference of Towns and Municipalities of Serbia, and the valuable participation of Carla Chiodini and Daniele Mazzotta from the Province of Prato, municipal working groups identified steps forward in the implementation of Municipal Territorial Information Systems and towards the sustainability of the enthusiastic and quality work developed so far.

WORLD HABITAT DAY 2007 celebrations in Serbia
27 September-4 October 2007 - The ten days celebrations of the World Habitat Day A Safe City is a Just City in Serbia have seen wide participation and enthusiasm from the side of all UN-HABITAT local partners, including Municipal Authorities, Local Safety Boards, Police Departments, Housing Agencies, as well as schools, headmasters, teachers and students, and the local communities in Valjevo, Cacak and Kraljevo.
The city of Nis is getting ready to celebrate the WHD 07 with the organization of a round table to promote local safety and to raise the awareness of the many aspects of safety on the local level: economic security, poverty, health and environment protection, personal and political safety. Each citizen as an individual and/or professional is responsible to active improvement of local safety.

Preparing to celebrate the 2007 World Habitat Day in Serbia
Belgrade, 11 September 2007 – UN-HABITAT SIRP Programme and its partners will be organizing a series of events to mark this year’s World Habitat Day on October 1st.
Every year, the first Monday of October has been designated by the United Nations as the World Habitat Day, to reflect on the state of human settlements and the basic right to adequate shelter for all. This year, the theme of the occasion is A safe city is a just city, focusing on the mounting threats to urban safety and social justice, particularly urban crime and violence, forced eviction and insecurity of tenure, as well as natural and human-made disasters.
Main focus of this year’s celebrations in Serbia will be on Urban Safety and Security of Tenure, raising awareness on significant themes for the youth, the most vulnerable and our communities in general.

Nis, June 5-7th - A crucial milestone in formulation of the City of Nis Development Strategy has been passed on a three-day workshop organized and held in Nis on June 5th-7th, when the Nis Development Council, the Nis Working Group and the Nis Expert Team, supported by the UN-HABITAT/SIRP Task Force team and the 6-member strong experts’ team from Italy’s Emilia Romagna ERVET Development Agency, have formulated the City of Nis Integrated Vision and have elaborated the Development Strategy Framework containing the list of General and Specific Objectives and the list of respective Action lines.

Territorial Information Systems Municipal teams on the study tour to Modena and Prato, Italy
Prato – Modena, 25-31 January 2007 - A delegation from Serbian Municipalities and Cities, partners of the SIRP Programme, has been visiting the Department of Planning and Territorial Management of the Italian Province of Prato and the Department for Information Systems of the Municipality of Modena.
Members of the Municipal working groups which will implement a TIS Pilot Project in Kragujevac, Nis, Pancevo, Valjevo, Kraljevo and Cacak, enthusiastically participated to the study tour on Territorial Information Systems ‘TIS’ organized by SIRP, as part of the programme capacity building activities carried out through the transfer of know-hows and good practices from the European context.

Province of Prato and UN-HABITAT sign a Framework of Cooperation for the implementation of SIRP activities related to the upgrading of Territorial Information Systems TIS of Serbian Municipalities and Cities
Prato, 25 January 2007 - UN-HABITAT and the Province of Prato in Italy signed a Framework of Cooperation to consolidate their collaboration in supporting SIRP Municipal partners to upgrade their Territorial Information Systems through the development of pilot TIS Projects in each Municipality. Safer Cities delegation from Serbia at the International Conference “Security, Democracy and Cities” in Spain
Zaragoza, 2-4 November 2006 - UN-HABITAT SIRP Safer Cities team has traveled to Zaragoza, Spain, to participate in the International Conference entitled “Security, Democracy and Cities”, organized by the European Forum for Urban Security (FESU) and the City of Zaragoza from November 2 to November 4, 2006.
More than 1000 participants, coming from more than 300 cities, that is, from 40 countries, took part in this conference. Celebrations of the World Habitat Day 2006 in Serbian Cities, magnets of hope.
Belgrade, 6 October - In Serbia, UN-HABITAT SIRP Programme, together with its local partners, has organized a series of events to mark the World Habitat Day 2006. The month-long activities began on 15 September and ended on 10 October.
The programme of activities saw its conclusion on Friday October 6th. In the evening, the exhibition World Habitat Day 2006 in Serbian Cities, magnets of hope, organized jointly by UN-HABITAT and the Belgrade Association of Architects, was opened by the Minister for Capital Investments, Mr. Velimir Ilic, the Counselor of the Italian Embassy in Belgrade, Mr. Lo Cascio and the Head of UN-HABITAT in Belgrade, Ms. Ligia Ramirez.

Celebrating the WORLD HABITAT DAY 2006 in Serbia
2 October 2006 - The United Nations has designated the first Monday in October every year as World Habitat Day to reflect on the state of human settlements and the basic right to adequate shelter for all. It is also intended to remind the world of its collective responsibility for the future of the human habitat.
The theme of this year’s World Habitat Day on Monday 2 October 2006 is Cities, magnets of hope. This theme, chosen by the United Nations, is to remind all of us that the world is witnessing the greatest migration in its history of people into towns and cities.
This year, UN-HABITAT Serbia calls on all partners in central government, local governments and civil society to take part in organizing activities to raise awareness and stimulate debate on the important theme of Cities, magnets of hope.

Ground breaking ceremony in Valjevo
Valjevo, 20 September - The official ceremony for the opening of the building site for the construction of social housing units was held in Naselje Sreten Dudić in Valjevo, on Wednesday September 20th, in the presence of H.E. Velimir Ilić, Minister for Capital Investments, representatives of the Italian Government, Ms. Ligia Ramirez, Head of UN-HABITAT in Serbia, Mr. Zoran Ilic, Deputy Mayor, and Ms. Zorica Peric, Director of the Municipal Housing Agency, established within the framework of SIRP Programme.
The sites, located in Novo Naselje and Naselje Sreten Dudić in Valjevo will be interested by the construction of the first 35 social housing units of a total of 76, for which the Italian Government is contributing with about 1.2 M Euro, with the contribution of the Municipality of Valjevo in land and infrastructures, projects and permits, equivalent to approximately 30% of total costs.
This is the fourth ground breaking ceremony held in the last several months within the SIRP Settlement and Integration of Refugees Programme in Serbia. It is envisioned that another three building sites will be inaugurated in SIRP beneficiary municipalities by November 2006.

CALL FOR PROPOSALS for Pilot Initiatives for socioeconomic and civic integration

September 15, 2006 – October 9, 2006 - In the framework of the Settlement and Integration of Refugees Programme in Serbia (SIRP), UN-HABITAT is launching a Call for Proposals for Pilot Initiatives in the Municipality of Čačak, City of Kragujevac, Municipality of Kraljevo, City of Niš, Municipality of Pančevo and Municipality of Valjevo. The overall goal of the Pilot Initiatives is to contribute to the social, economic and civic integration of low-income refugees and other vulnerable households through innovative and self-sustainable approaches towards putting into practice the PRSP for Serbia and strategic documents for local development [link to SIRP LIBRARY].

Opening of the building site in Nis
Nis, 10 August 2006 - On August 09 2006, the City of Niš has celebrated a ceremony of the opening of a building site for social housing units within the SIRP Programme. H.E. Mr. Velimir Ilić, Minister of Capital Investments in the Government of Serbia officially inaugurated the building site. The host of this event was the City of Nis represented by the Mayor Mr. Smiljko Kostic and Nis City Housing Agency.
Through SIRP Programme, the City of Nis will receive a total of 75 housing units aimed for social housing. This building site is located in Block 8, “Pasi Poljana” and it will evolve in the first 45 social housing units planned for Nis. It is expected that the housing beneficiaries will be moving in these 45 units sometime in March 2007.

Ground breaking ceremony in Stara Pazova
Stara Pazova, 28 July - The Municipality of Stara Pazova, on July 28, opened the building site for the construction of 38 social housing units to be built within the SIRP Programme.
This is the first phase of construction, which includes 38 apartments out of a total of 76 apartments for which the Italian Government is contributing with about 1.2 M euro, with the contribution of the Municipality of Stara Pazova in land and infrastructures.

National Housing Conference: Towards a New Housing Policy for Serbia
Belgrade, 1 July 2006 - The Ministry for Capital Investments of the Republic of Serbia, with the support of UN-HABITAT and the Government of Italy, is organizing a National Housing Conference to be held in Belgrade on July 6th and 7th at the Sava Center.
Representatives of all municipalities, relevant ministries, international organizations, Universities, experts and practitioners will be present and participate in the plenary sessions and following discussions to give impetus for the formulation of the national housing policy of Serbia.

Conference: "Towards Integrated Local Development in Nis"
Nis, 30 June 2006 – The City of Nis, with the support of the SIRP Programme, has organized the conference "Towards integrated local development of Nis", intended to stimulate participation and open debate of all development actors operating in the territory of Nis around key development themes.
All relevant institutional bodies, governmental and non-governmental organizations, local authority departments, and other development actors have participated and actively contributed to the final discussion, joining efforts to define possibilities and prioritiy areas of interventions to direct the process of planning for development within an overall coordination framework.
On this occasion, SIRP has presented the research "A contribution to the integrated local development planning process in Nis. Mapping resources and potentialities".

Results of the competitions for architectural concept designs for social housing in Cacak and Pancevo

The
Settlement and Integration of Refugees Programme
aims to develop sustainable settlement and integration
solutions for low-income refugees and other vulnerable
households and to build capacities at municipal
and central levels for replication and upscaling.
One important goal is to put the Social Housing
Sector nearer to the preconditions for integration
in the EU.
The Government of Italy has funded the Programme
which is implemented by UN-HABITAT.
At central level, SIRP will be executed together
with the Ministry for Capital Investments, whereas
at local level it will be implemented in seven
selected Municipalities: Municipality of Cacak, City of Kragujevac, Municipality of Kraljevo, City of Nis, Municipality of Pancevo, Municipality
of Stara Pazova, Municipality of Valjevo.
