Valjevo, Kraljevo, Pancevo, Cacak, Kragujevac and Nis have started the development of Municipal Integrated Territorial Information Systems - TIS-.
SIRP Programme is supporting these 6 municipalities in applying the integrated approach to the development of integrated and combined information systems as tools for reading and managing the territory.

Each Municipality has defined an intersectoral and integrated TIS Pilot Project specifically focusing on issues relevant to the development of the local systems and as identified by local strategic documents and policies. Municipalities identified the implementation of Municipal Territorial Information Systems as an important tool to inform decisions and monitor development strategies and projects. In each municipality a Coordination Body was formed, to support the development of the TIS project, to initialize and facilitate institutional collaborations for the implementation, evaluation and assessment of achieved results. An important step of the process is the institutionalization of protocols for the exchange of information and data among different departments and organizations, facilitating access to data and thus allowing more transparency and participation among local actors of urban development.

Technical working groups have been appointed, comprising of members from different municipal institutions, public companies and different sectors, in order to ensure the integrated approach to the setting up and developing of TIS. Mostly the municipal working groups are composed of representatives of ICT, planning and economic departments, public company for planning and construction, tourist organization, cadastre office, chamber of commerce, public company for utilities and services.

Info Sys Centres have been established in Pancevo and Nis as an independent space dedicated to the TIS, whereas in other municipalities the Centre is within municipal Departments, either ICT or Planning. The Info Sys Centres are equipped with the info-kits (software and hardware) that the SIRP Programme is providing for the implementation of the Pilot Projects.

With the support of SIRP technical staff and experts, municipal working groups of experts and technicians are following an iterative and incremental process for the development and further upgrading of the municipal TIS. The implementation process is tailored made for each municipality and comprises several cycles of similar activities starting with the conceptual set up of the process, through the practical implementation, evaluation and dissemination of achieved results. For each cycle specific development results and quality appraisals are carried out.

SIRP Programme is actively supporting networking among all 6 municipal groups; the exchange of experiences and lessons learnt is proven to be a valuable tool for learning and improvement, and to set up procedures and methodological instruments for future replication and upscaling.

TIS Pilot Pojects in each municipality are developed on the following themes:

• KRAGUJEVAC – TIS to support management of development areas
• KRALJEVO – TIS applied to tourism development
• PANCEVO – TIS to support management and development of municipal economic-business areas
• VALJEVO – TIS to manage municipal property
• CACAK – TIS applied to tourism development
